Six years ago in central Tehran, Iranian painter Pooya Razi recorded a heated conversation with his conservative neighbor. Disapproving of Mr. Razi’s artistic lifestyle, the man threatened to report him for inviting unmarried girls to his abode, which could lead to eviction.
